Some four years ago following the completion of a Housing Needs Study in Kent the scale of the empty homes problem became fully apparent. This caused Kent County Council and four of the District Councils in East Kent to set up a pioneering initiative – ‘No Use Empty’ to address the situation. Realising they needed expert help to support the in house teams the County Council appointed Capital Projects Consultancy (CPC) to work with them as a ‘delivery partner’. For the past 3 years CPC has had a full time consultant, Mr Andrew Lavender placed with the initiative developing new ideas, promoting new ways of working, challenging internal barriers and perceptions and providing training and support for the officer teams.

Such has been the success of the project that it has recently been extended to the whole of the County with the tie –up with CPC also being extended to 2010. CPC have now organised a free seminar to share their experiences of having bought over 500 properties back into use. The seminar will offer views from the Empty Homes Agency (who were involved in the original process), the County Council and showcase case studies of what has worked well, (and not so well) to bring properties back into use. The seminar is open to all Local Authority officers and members, with details as follows.

Using soft outcomes to improve services and demonstrate impact
A one-day conference from Homeless Link and Triangle Consulting

It is important that the voluntary sector demonstrates its impact. Outcomes measurement enables us to show the value of our services to commissioners and funders, but also to help service users recognise their progress and achievement. Combining the Government perspective with the cutting edge of practice, this conference cuts through the complexity and provides simple solutions to help service managers and commissioners make evidencing success a reality within the homelessness sector.
